Equality Minister Bibana Aido estimates that at least 800,000 minors live in an atmosphere of domestic violence and require special protection. Addressing one of the Summer Courses organised by Madrid's  Complutense University, Sra Aido announced the creation of a joint protocol with regional governments to include minors in the social policies set up to combat domestic violence. She also expressed the hope that the country's judges would make greater use of the 3,000 GPS devices the government has made available for controlling abusers. Only 352 are currently in use.
